Every inbox carries a live cold-send cap computed from measured feedback: hard-bounce rate, complaint rate, warmup spam placement, per-provider tempfails, domain age, SPF/DKIM/DMARC. Caps are enforced with database-backed reservations, so parallel workers can never jointly oversend. Warmup runs as a cross-provider mesh with humanized replies — never a shared public pool.
